I've logged in and cannot see where to add new users

As an admin user in the system you need to log in to the 'Control Panel' to add users there. You cannot do it from within the LMS side. Access the Control Panel by making sure you have got '/dashboard/admin' as the last part of your URL
for example: "https://yourdomain.elearningplatform.net/dashboard/admin"
if you do not use this URL format then you will be logging in to the LMS and won't have the tools to manage users.
